Aid

Help that arrives is help that was planned for. Aid is the part of protection that moves — to the people the road still reaches, and to the ones it does not.

Protection fails twice: when people do not know their rights, and when help does not know how to reach them.

Aid is the second half of that sentence. It is logistics, obligation and duty of care, in that order.
